Well, if you want free, I advise you to leave, because to do vector fully scalable vector graphics, so go for free Inkscape. If you pay to go in any case for Illustrator CS3 and CS4.
Do not select Photoshop, Photoshop looks at the name (of course) for photos) and Illustrator (for illustration and design.
